Many site development, bulk excavation and/or utility excavation or trench work generates extra material that cannot be managed at the site of the earthwork or original excavation. This material generally must be managed offsite in accordance with specific placement and regulatory permitting criteria. To assist our customers and clients and help them manage the regulatory matrix,
Blooming Glen Contractors, Inc. (BGC) has the capability assist with management of inbound Reclamation Fill (formerly Clean Fill) materials.

H&K Group, Inc. (H&K), we can manage both small and large inbound soil and rock projects.
As one of the region's largest construction aggregate (quarry) owner/operators,
H&K’s Reclamation Fill locations accept soil, dirt, and other materials deemed to be reclamation fill by the PADEP. Our asphalt plants accept asphalt millings and broken asphalt chunks that are then recycled into new asphalt products. Some of our quarries accept concrete and block which can be recycled into road base material.

H&K has multiple locations that accept reclamation fill material. Reclamation fill tipping is an activity that is heavily regulated by the PADEP. Reclamation fill can be any of the following: uncontaminated soil rock, stone, used asphalt, unpainted brick, and block and concrete.

Volumes of materials exceeding 3,000 cubic yards from a single source must undergo laboratory analysis per the methodologies referenced in the PADEP Reclamation Fill Technical Guidance 563-2000-301, and pre-approved by the
Facility and Department of Environmental Protection – Bureau of Mining and Reclamation – Pottsville District Mining Office before importation of the first load. Small Sources (<3,000 yards) must be reviewed and self-certified by the facility of their agents prior to import. Materials deemed to not meet the Reclamation Fill criteria will may rejected or required to provide Environmental Due Diligence up to and including testing to be considered. The receiving facility has the right to reject any materials for any reason or no reason whatsoever, with or without cause.
